I have never seen them at the traders, however that does not mean they are not there. The buildings I am talking about are the ones with the conveyer belt in the middle, with parts of urals/tanks etc. To your point I looted for 4 hours and never found one, then the next day I found 5 of them in 30 m...

They are in the long garage type buildings with the blue doors. You can find two of them in Ekatenberg.

Yes the SWAT Helmets are sect b exclusive, they seem to always be in the loot (two per pile). Also we have not found any other clothing there, not even one time. I would love more crafting as well ISP. I have always found the cake reference ironic though as the sole purpose of baking a cake is to eat it! Perhaps the devs will see it the same way and let us "eat".

I have found the "best" one is the SWAT Helmet. I have popped a clan mate in the head with a APSSD with no death and minimal damage. All the others I have always died with a headshot, could just be bad luck I guess...
