To make it simple , Vehicles and gates are community access , anyone with the code can enter , Houses , Garages and Safes are only accessed by the owner ( user number) and you can only have one at a time .

Go to the alien camp

BTW , if someone else builds it , you can't access it anyway , so that won't work.
