I also believe with nested buildings, you upgrade the nest for each lvl. So you cant build your lvl 2 enest away from your lvl 1 enest as it will just be added on top.

Yes, any small outbuildings, wrecks on the coast (as paint suggested) and also the power stations count as part of a town. The castles also count as towns now so you can build there anymore.
