Every smaller bridge is bugged with all vehicles. Had vanilla cars blowing up with a little random factor. Sometimes it works, sometimes not. Afaik the "new" toolbox does not seem to work.
Some spots I often find some tools:
entrenching tool: firestation
old pliers: Cowshed

Man kann die Ziele tiefer stecken, aber irgendwann ist man auch da ganz unten angekommen. Fortschritt gehört dazu. Daraus ergibt sich ein Erfolgsgefühl. Wenn das ausbleibt, dann verlieren Spieler Interesse. Das sind grundsätzliche Überlegungen, die man im Gamedesign immer im Hinterkopf haben sollte....

I don't think randomness should be completely removed but it should be easier in general.
