cleared sector b many times... no lvl 4 blueprint!

Hi i want to report something. My clan members and me have a problem. everytime we want to use a ghillie suit we got the message "something wrong" i thought its because we use the clan outfits from the stronghold but after we died we tried the ghillie again with the normal hero skins lvl 3...
