I said this in the video comment section but I'll post it here too. You don't need to complete the food quest to unlock the gunsmith; as long as you know where to find him.

Here the the GPS locations for a few of his possible spawns. He will always be found in a building / bunker. And for one of them, you'll find him in a small shack next to a barn.

Rook.. Are you sure no one have given the captain food first? aka spawn in at restart or at foodtrade?

Yeah I'm positive. I went around the different locations after restart and was able to find him.

Everytime I give food = 1 screw at gunsmith
If I don`t = 4 screws
Mabey random, but seems logical to me.
