I have teleported to the beach twice and cleared sec b but each time I am unable to find the mayor. Checked everywhere inside the wall, all buildings, bus stops, bunkers and hangers, even checked to see if he was half in a wall but nothing. As far as i know the mayor can't spawn outside the wall so haven't checked all the ruins. Anyone else had this problem?

Check the construction site stairs and closet area, School classroom, grocery store back room, hospital, yellow building compound, fire station, and ATC tower. Those are the areas we have found him most frequently since update. We have TPd there without issue finding the Mayor, and have cleared it dozens of times.

We always found the Mayor on a other place but we find him always !
I think you must search him better he can Spawn everywhere in the Sector also on the side of the Yellow Buildings .

check the hospital or the atc or the aparements , he is in either one of them
