Cannot Fuel rafts at sea?

..seems a new bug has arisen..(the combat indicator is not blinking)...unable to fill rafts and maybe all boats at sea with either large or small jerry cans...

always had that problem, when you get out of driver seat, swimback a little and you should see the option, more easy near a shore on walk
