You can´t use EILSC and break lock of vehicles that are parked on Barter island.
You can´t even kamigaze plane in there.
So could you make helis or boats reset after maybe 6 restarts, if it´s parked on barter.

or just make the island bigger. if you park on the helipads, they despawns
