Base Camping...

So I am jumping out of my skin waiting for my new system, should be two more weeks. Can't wait to get back into Origins 
I'm all about playing a PVP server cause I feel you have to have it to immerse yourself into the game and I love the danger aspect. I'm also curious about playing as a bandit because I never have before (not a KOS type bandit but actually playing the roll if that makes sense. Anyway I'm wondering if there are any PVP servers that frown against base camping. I don't care about base raiding or anything, just was never a fan of players waiting till you punch your code than some skill-less turd pop you in the head as soon as the door opens. The last long term server I played on ran it that way, curious if any others do too.
