Which launcher are you using? On the launcher server list does the server show the map name? If not, i'd say the server is offline.

i had the same issues on some other servers. You really have to wait for another restart. But you could avoid it:
A year ago me and my team played on an empty server, where this happened really often. Then we realized that it only happens if you join before the timeout (90sec top right corner in the lobby)of a fresh restart. We also fix it when one player joined fast and get back to lobby as fast as he can( i dont know how but, it works) after that you can join like usual. The blackscreen appears only if the cloud sincro doesnt start, so the problem must be there somewhere.
