Do they spawn on Ivan? i have killed about 20 Ivans and havent found any yet , is there a specific place for them to spwan?.

I found a level 2 bandit house blueprint on Ivan, you've probably just been unlucky!

Ivan does drop them, I have had luck getting them from Martin Barracks as well

Also, if you go to Vlad and check the industrial building there... I got one and a E nest last week.

It was a surprise to me also. They were in that lonely Industrial building at the back of Vlad (where the screws and aluminium sheets can spawn too).
