Looks like the Lock system has changed. I went to install a lock this morning and it required a lot more stuff.

3 Electrical Circuits
3 Batteries
3 Hydraulic Pipes
2 Computer Chips
1 Codelock

This should make locking vehicles much harder to do especially the hoarding large numbers.

Apparently it only applies to helis and planes.

you can get electrical circuits from alien camp or storages type boxes scattered around the map and traders island, computer chip you can get them from the aliens afyer killing them at alien camp and at traders as well

Electrical Circuits are found in boxes around the islands (helps to get a Walkie Talkie from either Alien Camp or Trader).
Computer chips you get from killing the Aliens - these take the same amount of shots as killing a Dr Ivan.

The Alien camp is over towards Vladimir way - in a forest but be careful as they can down you in one hit if you get too close and are spotted. Inside the camp you have to loot the tents and there are variable items from Explorer back pack to Cinder blocks and other decent items.

It is worth taking some friends to draw the aliens away from the camp so one of you can go and loot the tents.

Oh, and the hydraulic pumps come from the nest boxes/outhouses found around the islands... there are a couple of those on the small island north of Kameni.
