Every restart, I have tried to grab a safe at the Sabina Bank. However, it has NOT spawned in despite supposedly having a 50/50 chance. I've logged in at different respawns during the day and at night for several days straight. Each time, there is no safe.

Is there a specified time limit before it spawns in?

Is it just glitch-y right now? Or perhaps, the safe is now rarer?

There is a mission where you can grab one. It's the one at khotanovsk. Kill 5 npcs and get the prize.
