I can confirm it is server wide.
A friend and I went yesterday and bought ourselves some screws. Trader had a total of 3 screws, I bought 1 and he 2 - none left until the next restart. What I should have tried was to fly out 1000m or so and returned to see if it changed or not. Maybe Ill try that this weekend.
