Yes, it kind of goes in waves - I guess like with most servers. You get a bunch of active players for a few months, they lose interest and then a new set of players come along.
Unusually, we had a set of players return recently after we thought they had given up... they lost everything they had built up 6 months ago.. but were happy to start again, I gave them some mats etc to help them get along but its great to see that people are happy to start again.
