I know one spawns in the military base south east of the toll booth on the middle island but wheres the other one?

There's one at least in Vladimir, in the west part.

north-east of the UN-base, next to the little shack

There's two there actually.

There's one at the end of the road that dead-ends in to the river and one at the barn just north of that. I've used them both to shoot down the heli during the mission that you trigger there.
