Level 4 BP spawn?

Hey, I was wondering if anyone knew the answer to this, We have done sector b so many times we have lost count, two of the players in our group are level 4 hero's and 2 others are not. We have yet to find the mansion bp, will the hero level have any impact on the chance of this bp being on the mayor?

Has anyone thats not a level 4 hero found this bp on the mayor? or any where else?

Well at the start of the update they didn't spawn but they are suppose to spawn now at chance.
Not sure if you were saying it but your level doesn't change what the mayor drops :p

Its getting so annoying as we have done sec b soooo many times and all we ever get is the strong hold and level 3

But you can get it we have done it yesterday 6 times got 3 bp

we have done it more times then 6 now, coming close to 15 and nothing

we cleared sector now for 8 times... our loot was: 5x stronghold, 4x lvl 4 mansion and a few lvl 3 bandit / hero bp ...

Kinda strange it holds less than a lvl3 house.
