Where can I find the new tool box?

So I've been wondering where I can find this new tool box, since there is a new slot on the gear menu for one? Is it currently in game and extremely rare? Do I have to make it? Or is it going to be put in on a future patch update?

I havent found one yet either. It seems like i saw one at the trader but its been a while since i played.

with the new 1.8.2 update the tool box is ingame and can be found at industrial loot places
