Stronghold Blueprints on patch 1.7.9

Hello, I have a few questions about finding stronghold blueprints.

Someone told me you have to be level 3 hero or bandit and have an AI kill for SH blueprints to spawn on the mayor, is this true?

Where is the Mayor? We found him once in the firestation, but the next time we cleared we searched the island with one of the urals and could not find him.

What are the chances he will drop a SH blueprint?

The only place you can get the stronghold blueprint is from Sector B dropped by the Mayor there. You can check some videos on youtube about it, in the forum's tutorial section you can find a good video by Vitalicks, what you and your friends found on that firestation was Doctor Ivan, he's the responsible for this apocalypse, and you can only get tools and "common" blueprints

Heh, I think you misunderstood me. We cleared sector B and found him in the firestation on the island, he didn't have stronghold blueprints on him though. I was wondering if you have to be level 3 for him to drop them, and if so, what are the chances he will?

No 20% spawn chance.
Kill the Mojar hope for the Bp.
You need lvl 3 . only to build the building
